Evaluation Report for Newton Thrive: The City of Newton’s Economic Mobility Initiative

In February 2023, Mayor Ruthanne Fuller announced the selection of Economic Mobility Pathways (EMPath) to implement the City’s Economic Mobility Initiative. EMPath was awarded $1,583,568 to implement Newton Thrive, a pilot program designed by EMPath in partnership with the City of Newton to support low-income residents of Newton, MA, who were impacted negatively by the COVID-19 pandemic.

The Newton Thrive program was designed to enroll 50 low-income Newton households in a 2-year program. Program start-up began in April 2023. Program services began in September 2023. The Newton Thrive pilot initiative will end in March 2026. The Year 2 Evaluation Report is a collaborative effort between EMPath and the institute's Applied Research & Program Evaluation group.
