Mass. Dept. of Housing and Community Development 2019 Analysis of Impediments to Fair Housing Choice

The Commonwealth of Massachusetts is required to proactively advance the goals of affirmatively furthering fair housing choice in the state, under the federal Fair Housing Act and the state’s anti-discrimination laws. Last conducted in 2013, the current AI report is an extensive analysis of fair housing data, with an assessment of issues and underlying causes to unequal access to fair housing. Prepared with broad community participation, the report identifies the fair housing priorities and goals that will guide the Commonwealth of Massachusetts’ housing policies through 2024. This work is undertaken to inform the Commonwealth’s policies and investment decisions. The purpose is expanded access to opportunity for all residents, with a reduction in segregation and concentrated poverty.

The 2019 report is the result of a 16-month project on housing for the Massachusetts Executive Office of Department of Housing and Community Development (DHCD). In collaboration with planning consultant Bonnie Heudorfer, EPPR conducted an Analysis of Impediments to Fair Housing Choice (AI). This research supports DHCD in setting 5-year housing goals and enabling access to housing across protected classes in Massachusetts and affirmatively furthering fair housing choice.
