A misfired proposal -- Politically naïve proposal stumbles down trap door

An editorial by the Telegram & Gazette regarding a Worcester Human Rights Commission proposal to allow "noncitizen" residents of the city to serve on city boards and commissions cites a study by our Applied Research & Program Evaluation group (commissioned by the Seven Hills Foundation and co-authored by the Public Policy Center at UMass Dartmouth).

After all, according to a two-year-old report commissioned by Worcester's Seven Hills Foundation, written by the Public Policy Center at UMass Dartmouth and the UMass Donahue Institute, nearly 40,000 immigrants live in Worcester, just over 20 percent of the city's population - about half of them were not naturalized citizens at the time of the review.
